<p>De financiële sector ondersteunt de ambities van het nieuwe kabinet en staat klaar om samen te werken aan een toekomstbestendige economie. Het coalitieakkoord biedt duidelijke aanknopingspunten op onder andere het gebied van beleggen, (cyber)veiligheid, duurzaamheid en het versterken van de Nederlandse kapitaalmarkt.<br><br>De sector doet een aantal noodzakelijke aanbevelingen om onze economie in de toekomst stabiel, veilig en duurzaam te houden. In een gezamenlijk manifest roepen wij op tot:<br><br>1️⃣ Stabiel en voorspelbaar beleid<br>2️⃣ Een eerlijk en concurrerend Europees speelveld<br>3️⃣ Actief beleid voor een sterke financiële hub<br>4️⃣ Toezicht dat innovatie en concurrentiekracht stimuleert<br>5️⃣ Een Nationale Investeringsinstelling (NII) die gericht versterkt<br><br>Een sterke financiële sector is geen doel op zich, maar een fundament voor brede welvaart, economische veerkracht en het toekomstig verdienvermogen van Nederland. <p><strong>Om onze brede welvaart en ons verdienvermogen ook in de toekomst te kunnen<br>garanderen, heeft Nederland grotere economische veerkracht nodig. Voor benodigde<br>investeringen in en financiering van onder meer digitalisering, defensie en de<br>energietransitie zijn acties en maatregelen nodig om de financiële sector de rol te geven<br>die zij hiervoor kunnen en willen vervullen. Die oproep doet een brede coalitie van<br>organisaties bedrijfsleven en financiële sector aan de informateur, de onderhandelende<br>partijen én politiek en maatschappij in den brede.</strong></p>



<p><br>De gesprekken voor een nieuw kabinet gaan deze week een nieuwe fase in. Stabiliteit, de<br>noodzaak tot investeren, strategische autonomie en weerbaarheid zijn daarbij belangrijke<br>thema&#8217;s. Deze thema’s zullen ook terugkomen in de strategische investeringsagenda die Peter<br>Wennink vrijdag 12 december a.s. presenteert. Het zijn belangrijke elementen voor het<br>antwoord van Nederland op geopolitieke, economische en maatschappelijke ontwikkelingen<br>waar ons land voor staat.</p>



<p><br><strong>Het is cruciaal om de financiële sector de reële economie te laten ondersteunen</strong><br>Juist tegen deze achtergrond is het cruciaal om Nederlandse bedrijven te kunnen laten starten<br>en groeien, om bedrijfsleven internationaal te laten blijven concurreren en Nederland een<br>aantrekkelijke locatie te maken wordt voor internationale bedrijven. Daarom doet een brede<br>coalitie van organisaties een oproep om op vijf gebieden aan de hand van concrete acties en<br>maatregelen te nemen de financiële sector beter in staat te stellen de reële economie te<br>ondersteunen. De organisaties zijn: OPSOMMING</p>



<p><br><strong>De Nederlandse financiële sector heeft Nederland mede laten groeien…</strong><br>De Nederlandse financiële sector heeft altijd een belangrijke rol gespeeld in de groei van de<br>economie en de totstandkoming van onze brede welvaart. Met investeringen in en financiering<br>van overheden, bedrijven en consumenten ondersteunen financieel dienstverleners ambities<br>die belangrijk zijn voor onze toekomst. Bovendien neemt de sector haar maatschappelijke<br>verantwoordelijkheid, zoals ten tijde van de coronapandemie.</p>



<p><br><strong>… maar actie is nodig om de financiële sector weer die rol te laten spelen voor Nederland</strong><br>De afgelopen jaren is de financiële sector steeds meer onder druk komen te staan. Deels door<br>externe ontwikkelingen, maar ook door de beleidskeuzes die zijn gemaakt. Financiële<br>dienstverleners staan opnieuw klaar om hun verantwoordelijkheid te nemen, door het<br>faciliteren van investeringen in en financiering van de grote Nederlandse ambities voor onder<br>meer digitalisering, defensie-investeringen en de energietransitie. Dat vraagt acties en<br>maatregelen op vijf gebieden:</p>



<ol class="wp-block-list">
<li>Stabiliteit en voorspelbaarheid van beleid als prioriteit</li>



<li>Een gelijk speelveld binnen Europa.</li>



<li>Actief beleid voor een sterke financiële hub in Nederland</li>



<li>Toezichthouders met oog voor innovatie en concurrentie</li>



<li>Nationale investeringsinstantie die het investeringsklimaat en verdienvermogen versterkt<br></li>
</ol>



<p>In het bericht aan de informateur worden de benodigde acties en maatregelen voor deze<br>gebieden verder onderbouwd. Het komend jaar zullen deze thema&#8217;s vanuit de betrokken<br>organisaties verder aandacht krijgen</p>

<p>The General Assembly approved several governance nominations for both the DACSI Board and the Supervisory Board. It has been confirmed that Maurice van Tilburg (Euroclear Nederland) will succeed Jan Lemeire (Euroclear) as a member of the DACSI Board, with the appointment taking effect on January 1, 2026.</p>



<p>For the Supervisory Board, the meeting noted that Hugo Spanjer (Euroclear) has retired from his position. To fill the resulting vacancies and strengthen the Board’s composition, three new members were approved: Geert Desmedt (CEO and member of the ESES Board), Tom Rood (Senior policy maker – Financial markets NVB) and Frank Hollak (Head of Wealth Architecture ABN AMRO Bank). This means that the Supervisory Board now comprises five members. It is indicated that the DASCI strategy 2026 will be aligned and discussed with the Supervisory Board in Q1 2026.</p>



<p>With these appointments, both the Board and Supervisory Board are fully constituted for the coming term. DACSI will publish an announcement regarding these changes on its website.</p>

<li>Ben van der Velpen, Managing Director at the Dutch Advisory Committee Securities Industry, underlined that automation is no longer optional. “We need at least automation of post-trade processes because of the shortening of the settlement cycle, system upgrades, but also workload redesign,” he said. The Committee has identified around 64 issues connected to T+1, none of which are purely domestic, showing that the challenge is European in scope. Harmonisation, he suggested, is the missing link.</li>

<h2 class="wp-block-heading">Section 3: Operational Timetable</h2>



<p><strong>1.1 Do you foresee any major impediments or showstoppers that could prevent the achievement of the gating events/activities/deadlines outlined in the timetable?</strong><br>Yes</p>



<p><strong>1.2 If yes, please provide concrete examples and, if possible, potential solutions.</strong><br>Compressed Timelines: T+1 introduces significantly tighter post-trade processing windows, requiring actions like allocations, confirmations, and settlement instructions to be completed on the trade date (T) itself, often late into the evening. Any delays can jeopardize settlement the next day.</p>



<p>Coordination Complexity: Effective implementation depends on synchronised processes across trading venues, CCPs, CSDs, custodians, and intermediaries. Misalignment in operational timelines or delayed updates to rulebooks could be disruptive.</p>



<p>Infrastructural Readiness: Settlement systems (SSSs) must open by midnight and support real-time processing. Some market infrastructures may struggle to adapt in time, particularly those with limited IT capabilities or legacy systems.</p>



<p>Partial Settlement and Hold &amp; Release Adoption: Inconsistent support for partial settlements and hold &amp; release functionality among CSDs and intermediaries could hinder efficient settlement and create bottlenecks.</p>



<p>Time Zone Challenges: Especially for FX transactions, differences in operating hours across global regions can cause issues with PvP (Payment versus Payment) mechanisms and timely funding/collateral mobilisation.</p>



<p>Liquidity Management: Shortened timelines may challenge liquidity planning, particularly around cash forecasting and securities availability, which could lead to increased settlement fails.</p>



<p>Dependence on Legal and Regulatory Updates: Finalisation and alignment of legal frameworks and regulatory guidance (e.g., ESMA changes, CSDR amendments) are still in progress and could delay technical implementations if not resolved timely.</p>



<p>In summary, while the roadmap is detailed and comprehensive, timely coordination, infrastructure upgrades, and regulatory clarity are crucial to avoid potential showstoppers and ensure a successful T+1 transition.</p>



<h2 class="wp-block-heading">Section 4: Recommendations</h2>



<p><strong>2.1 Do you identify any regulatory limitations that could affect the implementation of these recommendations?</strong><br>Yes</p>



<p><strong>2.2 Please specify the relevant recommendation reference(s), provide examples and, if possible, potential solutions.</strong><br>Regulatory limitations to T+1 include the need to amend CSDR Article 5(2), possible exemptions for SFTs, temporary suspension of cash penalties during migration, and unharmonised insolvency protections across EU Member States.</p>



<p><strong>3.1 Do you see any obstacles (technical, organisational, or otherwise) that could hinder the implementation of these recommendations?</strong><br>Yes</p>



<p><strong>3.2 Please specify the relevant recommendation reference(s), provide examples and, if possible, potential solutions.</strong><br>The roadmap highlights several technical and organisational obstacles to T+1 implementation. Key issues include insufficient automation, reliance on manual processes, and inconsistent use of ISO standards. Late trade allocations and confirmations compress timelines, while fragmented CCP, trading venue, and CSD processes create further misalignment. Settlement challenges stem from inconsistent use of partial settlement, hold/release, auto-collateralisation, and shaping tools, alongside liquidity pressures from shorter funding cycles and increased reliance on overnight repos. Without central matching, affirmation, and greater operational readiness, the risk of settlement fails, higher costs, and operational bottlenecks increase significantly.</p>



<p><strong>4.1 Are there national specificities (e.g., legal, market, or infrastructural) that could prevent the implementation of these recommendations in a specific country?</strong><br>Yes</p>



<p><strong>4.2 Please specify the relevant recommendation reference(s), provide examples and, if possible, potential solutions.</strong><br>National differences could hinder uniform implementation of T+1, including divergent insolvency frameworks, variations in CSD capabilities and market practices, non-harmonised definitions of key processes, and differing FX cut-off timings and links with non-EU currencies and infrastructures.</p>



<p><strong>5.1 Are there any critical items which have not been covered by the recommendations?</strong><br>Yes</p>



<p><strong>5.2 Please provide specific details.</strong><br>Potential gaps include limited harmonisation of SSI exchange, insufficient coverage of derivatives, buy-ins, and corporate actions, and inadequate focus on global market interactions (e.g., APAC time zones). Operational resilience and contingency planning are underdeveloped, while the impact of the T2S nonproduction window and new gating events on ICSD processing remains unclear.</p>
